There are several ways to raise new issues: within Bugzilla, on the public mailing list. The Working Group has a high preference for Bugzilla and would be very grateful if reviewers could use it for raising new issues.

For new issue proposals on the public mailing list, please use a subject header in the form "[NEW ISSUE] title". Issue proposals should include the general information for new issues described above.

This document was produced by a group operating under the 5 February 2004 W3C Patent Policy. W3C maintains a public list of any patent disclosures made in connection with the deliverables of the group; that page also includes instructions for disclosing a patent. An individual who has actual knowledge of a patent which the individual believes contains Essential Claim(s) must disclose the information in accordance with section 6 of the W3C Patent Policy.
"This document" in the preceding paragraph is a concession to the pubrules checker, which apparently cannot cope with the seemingly minor (but more correct) "These documents were...". Until this is debugged, we are leaving the strict version in place rather than delaying the PR transition.
